After some investigation I found that the users that could save their signature had the an Role Assignment Policy set, “Default Role Assignment Policy”. The issue Some users, but not all, of a customer of mine reported that they could not save their signatures in OWA. Either way, when you hit that OWA URL the CAS should be able to access the mailbox on any server within the site.
As soon as I disabled Forms Authentication for the ECP directory it worked fine.

Please let me know if you've found a solution; perhaps a setting on the Exchange server or in IE. Exchange needs to have the RoleAssignmentPolicy property (msExchRBACPolicyLink attribute) to be able to determine which settings the users has the rights to change in ECP.
Any ideas? This is based on RBAC and if you want to read up on Role Assignment Policies have a look here. I installed 2 server 08r2 as virtual. You just need to make sure that DNS is correctly set up (usually split DNS is deployed for this). Creating your account only takes a few minutes. Note that the values in red must be entered to match your OWA and AuthAnvil SSO server configuration:
Have seen this problem occurred for the others, 2 weeks before password expires and user have to renew their password.After they renew their password its fine. Once completing that task and then restarting IIS on both of our CAS servers, the issue was resolved and users were once again able to delete emails and move emails to Internally, it works fine.
