Changed the fuses under the steering wheel, and ive replaced all tail lights despite them not being burned out. It could have shorted where it is spliced in, or have a cut in it somewhere. i have a 2000 impala and i took the deck out to fix something and now the dash lights arnt working and the tail lights arnt working. check it first before checking anything else.
If they CUT the harness to splice it in then it could have come apart. If you have zero voltage where you expect to see something you have an open circuit.
